The Consortium of Trao is a collection of worlds that is governed by the species of the same name. The Consortium consists of 10,000 worlds with an average population of 4 billion Trao on each planet.
Around the time of Moya's escape from the Peacekeepers, the first in line for presiding over the Consortium, Jotheb was in custody of Bekhesh's Tavlek mercenaries. The Consortium was due to pay Jotheb's ransom within days of Rygel's capture.
